GST Rate Change 2023

What is the change in GST rate and when is the effective date? 

From 1 January 2023, the GST rate will be revised from 7% to 8%.

How will this change affect my StarHub subscription fees and other charges? 

The revised GST rate of 8% will apply on all taxable items billed from 1 January 2023. In your bill, you will see these taxable items labelled with a “G”.

Taxable items include, but are not limited to:

  • Monthly recurring charges (e.g., mobile, broadband, TV plans) 
  • One-time charges (e.g. early termination charges upon termination within contract period)
  • Usage charges 
  • Third-party billing charges 


Do expect to see a slight increase in your usual fees and charges in your January 2023 bill.

I received my January 2023 bill, but all my charges are still subject to 7% GST. Why is this so?

If your January 2023 bill only reflects 7% GST, please expect your February 2023 bill to have a “Pro-rated” section, where we’ll reverse the amount charged at 7% GST in your January 2023 bill and apply 8% GST instead.

Fees and Payments

If I have overdue balance that remains unpaid by 1 January 2023, will that be subject to 8% GST? 

Goods and services delivered before 1 January 2023 will be subject to 7% GST even if payment is to be received on or after 1 January 2023. 


If your overdue bill includes fees and charges for December-January, the 8% GST will apply on the charges from 1 January 2023.

Will the GST increase have any effect on recurring GIRO payments?

Your existing GIRO bill payment arrangement will continue as usual, and no action is needed from your end. The total amount reflected in your bill, including the charges subject to 8% GST, will be deducted from your bank account on your bill due date.

If I select cash on delivery for an order I made before January 2023, but the delivery date is scheduled in January, would my order be subject to 8% GST? 

 Yes, the 8% GST will apply.

If I make an appointment for service installation before January 2023 and schedule the date within January, would the service fee be subject to 8% GST?

 Yes, the 8% GST will apply.

If my appointment date (installation/delivery) is before January 2023, but due to some reason it gets postponed to January 2023, would related charges be subject to 8% GST?

 Yes, the 8% GST will apply.

I requested to replace my SIM card with charges before January 2023, and I’m informed the charges will reflect in my next bill, which will be generated in January 2023. Would the charges be subject to 8% GST? 

One-time charges incurred before 1 January 2023 will be subject to 7% GST.

If I sign up for recurring credit card/GIRO payment arrangement in late December or early January, will the 7% GST apply to the January 2023 portion of my December 2022 subscription fee? 

In this case, your recurring credit card/GIRO arrangement will only take effect on your next bill (in this case, January or February 2023), and will not cover payment for your December 2022 bill.  


For the 7% GST to apply, we must receive your December 2022 bill payment by 31 December 2022 (any payment method) or successfully deduct the full bill amount from your card or bank account via GIRO on your bill due date (by 31 January 2023). 



Mobile Services

If I purchase DataTravel in December but scheduled to use it in January 2023, would the subscription charge be subject to 8% GST?

As DataTravel is not subject to GST, there will be no changes to your subscription charge.

What will I be charged on my roaming or DataTravel if I activated this in December 2022, but my bill cycle is in early January 2023? What will I see in the bill?

Roaming charges and DataTravel are not subject to GST. For example, if you opted in and activated a DataTravel APAC plan at $5, the bill will continue to reflect $5.


Pay As You Roam charges will likewise not be affected.
