Why is StarHub upgrading the Basic Digital Service (ISDN2) and Basic Analogue Service (PSTS) to StarHub SmartUC?
Technology has become faster, smarter, and more agile since the initial days of ISDN and PSTS circuits. For example, through the StarHub SmartUC Mobile, with Webex app as a soft client, we can enhance your experience with new value-added services (VASes) such as enterprise calling and collaboration functionalities.

Can I opt out of the technology upgrade to StarHub SmartUC?
The upgrade is compulsory as the current platform is slated to shut down on 31 December 2023.
If you do not wish to upgrade to the SmartUC service, your Basic Digital Service (ISDN2)/Basic Analogue Service (PSTS) will be terminated once the platform supporting it is decommissioned at the end of 2023.

How will my users and I benefit from the upgrade?
StarHub SmartUC is a modern unified communications as a service (UCaaS) platform that enables enterprise calling, collaboration functionalities of Webex offered by SmartUC Mobile, and many other features.
Will there be any additional charges from StarHub due to this upgrade?
Your monthly subscription fee will change as the StarHub SmartUC pricing is different from Basic Digital Service (ISDN2) and Basic Analogue Service (PSTS). Charges will be pro-rated, and the one-time installation charges for SmartUC will be waived.

Will my existing contract duration be affected?
Your ongoing service contract will remain as status quo. If your contract has expired, you can renew with a StarHub SmartUC contract.
Will my phone number remain the same after this upgrade?
If you are upgrading from the Basic Digital Service (ISDN2) to StarHub SmartUC, your existing phone number will be assigned only to one subscriber. If you need to make or receive 2 calls concurrently, a 2nd (new) phone number can be provided on the SmartUC service.
If you are upgrading from the Basic Analogue Service (PSTS), your phone number will remain the same after the upgrade.
Will there be any downtime during the upgrade?
Yes, the length of downtime is dependent on multiple factors. Your StarHub project manager will provide the expected downtime to you prior to the upgrade.
What would I need to do for the upgrade?
Prior to the upgrade, please prepare:
- Space for the SmartUC CPEs (e.g. media converter, Integrated Access Device (IAD), and network switch)
- Cabling (RJ11 interface) between the analogue phone and the SmartUC IAD
- Cabling (RJ45 interface) between the IP phone and the SmartUC network switch
- Power points for the CPEs
What should I expect to happen for the entire upgrade process?
From March 2023, StarHub will be contacting you to propose a SmartUC solution and sign a SmartUC contract to replace your existing Basic Digital Service (ISDN2) and/or Basic Analogue Service (PSTS) contract.
Upon acceptance of the contract:
- StarHub will visit your premises to do a site survey.
- StarHub will install and test a network circuit at your premises.
- On the service activation date, StarHub will install and test the SmartUC IAD. The network switch and IP phones installation will only apply if your SmartUC solution uses IP phones.
- On the service activation date, your Basic Digital Service (ISDN2) or Basic Analogue Service (PSTS) will be down for 1 day as they are being migrated to SmartUC.
- An authorised personnel from your company will need to be present whenever StarHub visits your premises.

What will happen to my StarHub bill?
After the migration, you will have a new billing cycle with a new account number that begins with 8.XXXXXXXXX. You will also receive two bills on the month following your successful upgrade:
- The first bill will be under your current account number and will cover subscription charges up to the date of the migration.
- The second bill will be under your new account number, and will cover a full subscription charge and pro-rated charges from the date of the migration to the end of your new billing cycle. The second bill will reflect a new service name SmartUC.

How do I pay bills after the upgrade for SmartUC?
You may pay your bill via the available payment methods listed on our website at www.starhub.com/business-payment.
If you have an existing recurring payment arrangement, please note that the recurring credit card payment arrangements will still be applicable but recurring GIRO payment arrangements will need to be reapplied. Please refer to question 16 for more details on GIRO.
I have an existing recurring credit card payment arrangement, do I need to reapply?
Your current recurring credit card payment arrangement will still be applicable to your new StarHub billing account. This is a seamless arrangement with no action required from you.
I have an existing recurring GIRO payment arrangement, do I need to reapply?
Due to bank requirements, you need to reapply for GIRO payment arrangement using your new StarHub account details. The new account details can be found on your new bill.
For DBS, OCBC, and other selected banks, you can visit www.starhub.com/egiro to reapply. If your bank is not on the list, you can download a copy of the GIRO form from our website at www.starhub.com/business-payment and return the completed original form to us using the postage-paid mailer.
What will happen if I do not wish to do the upgrade to StarHub SmartUC?
Your Basic Digital Service (ISDN2)/Basic Analogue Service (PSTS) will be terminated once the platform supporting it is decommissioned on 31 December 2023.
