App Specific Terms and Conditions - Message+


  1. Definitions
    1. “App” refers to the STARHUB MESSAGE+ application, which will allow users to make telephone calls, internet calls, video calls, voice chats, as well as participate in group chats and file sharing functions.
    2. “Services” mean such mobile or value added services available over the App.
  2. Eligibility
    1. This App will be available for download on Apple’s App Store and Google Play, and will be available for use by customers on all StarHub Mobile Service Plans with Mobile Data value added service or mobile datapack.
    2. Only StarHub customers 18 years of age and above may download the App. If you are below 18 years of age, please seek the consent of your parent or guardian before using this App.
  3. Use of the App
    1. Users of this Application will be able to make telephone calls, internet calls, video calls, voice chats, as well as participate in group chats and file sharing functions.
    2. Prior to using the App, you will need to carry out a one-time activation and registration on your mobile device.
    3. Should you download the App, we grant you a non-exclusive and limited licence to use the App and the Services to make mobile and/or Internet calls via a WiFi, mobile data, or fixed network, for your personal and non-commercial use, subject to these Terms & Conditions
    4. You acknowledge and agree that:
      1. the App is only supported on specific handsets;
      2. we will not be liable for any IDD, 1900 or other charges which are generated due to your use or fraudulent use of the App;
      3. we have no control over access and connectivity via Internet. We will not be liable for any access or connectivity issues or disruption of the App and Services due to the Internet;
      4. the App will not support other valued-added services and mobile network features including Voicemail, Caller Number Non-Display, Call Divert and Call Waiting;
      5. the App and Services will not support emergency calls; and
      6. whilst we endeavour to provide the Services with minimum disruptions, we will not be liable for any loss or damage howsoever arising from any disruptions to your use of the App.
    5. Unless otherwise expressly stated, the App is provided to you solely for personal and non-commercial use.
    6. We may cease providing the App and/or add, delete, disable or modify some or all of the Services, at any time, without notice and at our absolute discretion. You acknowledge and agree that we may suspend or terminate access to and/or use of all or parts of the App at any time, without notice and at our absolute discretion. In no event will we be liable for the suspension or termination of access to any Services or any functionality of the App. We may also impose limits on the access to and/or use of certain features or portions of the Services or App at any time, without notice and at our absolute discretion.
    7. We may, at any time and without any notice, temporarily suspend the App for operational reasons such as repair, maintenance, upgrade or improvement of the affected App or because of an emergency. We may also modify the Services in order to keep pace with the prevailing demands and technological developments, at any time, without notice and at our absolute discretion.
    8. We may, without liability, terminate the Services by giving you at least 7 days’ notice.
    9. You acknowledge and accept that the Services and your use of the Services are subject to StarHub’s Data Protection Policy found at:
  4. Charges
    1. The following Charges will be applicable to the Service based on our prevailing rates:
      1. one-time registration charge; and
      2. subscription charges.
    2. In addition to the abovementioned Charges, in the course of your use of the Services, you would be using our mobile services such as data, voice, SMS, IDD roaming services etc. You will be charged for such use of such mobile services based on your relevant mobile subscription plan and our prevailing charges, as applicable. Such use and Charges would include but are not limited to:
      1. mobile data charges;
      2. voice call charges;
      3. SMS charges;
      4. IDD charges; and
      5. roaming charges.
    3. From time to time, we may offer promotional rates for the Service and the relevant usage charges and we will notify you accordingly
    4. At the time of launch of the Service until 31st March 2015 or until such other time as may be notified by us, we are offering the following promotional rates for the Service:
      1. waiver of one-time registration charge;
      2. waiver of subscription charges; and
      3. waiver of SMS charges for SMS sent and received by you in the course of your use of the Service.
  5. Applicability of Terms
    1. By installing this App, you agree to these terms and conditions, the Mobile App Terms & Conditions and the StarHub General Terms & Conditions available at Legal Notices & Terms (collectively “Terms and Conditions”)
    2. You agree that we may amend these Terms and Conditions from time to time. We endeavour, where reasonably practicable, to give you reasonable advance notice of such changes. We will notify you of such changes through written notice, electronic mail, our bill, our website or such other form as we may deem appropriate. You agree that the display of the revised Terms and Conditions on our website will constitute notice of the changes. Your continued use of the App will constitute acceptance of the changes and this Agreement.
