A mobile network designed for everyone

At StarHub, we offer mobile broadband plans of varying download speeds. These are important considerations defining how quickly data is transferred to mobile devices over the network. However, as with any network, many factors can affect mobile broadband speeds; from location, time of access, the amount of network traffic, web servers accessed, and mobile device performance to environmental factors.

Current average speeds are usually more than enough for common uses, from browsing the Internet, downloading MP3s to streaming music or video. Our network is designed to ensure that everyone has a fair chance to use the service in a way that fits their needs.

For clarity on broadband performance under actual conditions, we measure and publish our typical download speeds. By better understanding how our broadband connections perform, you can then make informed choices about your broadband plan. Updates will also be conducted on a quarterly basis.

How is the speed measured?

Mobile phones were used as end-user devices to measure the typical speeds of the mobile broadband plans. The typical download speeds were measured throughout the day at various parts of Singapore during each quarter, with at least 200 measurement samples for each speed category. For measurements in Q2 2016, the measurements when in both stationary position and-on-the-move would include these areas: Woodlands Dr 50, Canberra Road, Yishun Ring Road, Choa Chu Kang North 5, Yishun Ring Road, Tampines St 23, Pasir Ris St 11, Bedok North Ave 1, East Shore Hospital, Changi Business Park, Gangsa Road, Bukit Batok East Ave 3, Tiong Bahru Plaza, Tiong Bahru Estate, Gangsa Road, Tuas South Ave 3, Benoi Crescent No 16, Jurong Point, Jurong West St 64 and Jurong Estate. The measurement locations will change on a quarterly basis.

The measurement of the typical speeds is conducted with FTP servers located in Singapore, Hong Kong and United States of America. A file size of 20Mb or more is used for all measurement tests. Below is a simple diagram illustrating the measurement set-up.


Computation of typical mobile broadband plan download speeds

An indicative range of typical download speeds for each broadband plan was published to reflect the variable nature of the mobile Internet access service performance. The typical download speed range illustrates what most of our users would experience in actual conditions for most of the time. The following sets out the typical speeds for our various mobile broadband speed categories.
